If you need a blank world map that’s free for both personal and commercial use, Wikimedia Commons is your best bet. There, you can find superb-quality files that accurately depict world countries and territories.
To save you some time, I downloaded their global map of the world in the Robinson projection SVG file and the PNG version, which is of lower quality but may be sufficient for your needs. These works are made available in the public domain, so you are free to use them as you please. Always double-check the license agreement!
