If you are looking for a blank world map that is free for personal or commercial use, you are best looking at Wikimedia Commons. Here, you can download a very high-quality SVG or PNG file, reflecting the present-day countries and territories.
To save you some time, I downloaded their large blank world map with oceans marked in blue and the grayscale version, as shown below. These files are made available in the public domain, so you are free to use them as you please. Always double-check the license agreement!
